Democrats Prepare Broad Oversight Agenda if They Regain the House

Committee leaders and senior aides are already identifying subjects they believe should receive immediate scrutiny in a Democratic-led House. Their prospective agenda includes the Trump administration’s conflict with Iran, the proposed White House ballroom, business activity involving members of President Donald Trump’s family, and the federal government’s response to matters involving Jeffrey Epstein’s files.

The effort is not centered on an immediate impeachment push. While some lawmakers have not ruled out future action, many Democrats appear more focused on restoring Congress’ ability to obtain testimony, records, and other evidence through committee investigations and court challenges.

Courts Could Become a Central Battleground

A House majority would give Democrats considerably greater leverage in legal disputes with the executive branch. In particular, they expect to have a stronger basis to bring lawsuits aimed at enforcing subpoenas, securing documents, compelling testimony from administration officials, or contesting actions they believe exceed lawful authority.

Democratic Rep. Jamie Raskin of Maryland, who is positioned to lead the House Judiciary Committee if his party wins the majority, has signaled that litigation would be a major part of the strategy.

“We’re going to use every tool in the toolbox and we will have certainly a lot more authority to get ourselves into court in the majority than we did when we were in the minority,”

Raskin has emphasized that Democratic investigators would not simply accept refusals from the administration when seeking information.

“We are not taking no for an answer in terms of getting the evidence we need,”

He has already pursued inquiries involving claims of improper government contract arrangements connected to Donald Trump Jr.’s venture capital firm, as well as questions surrounding the administration’s pardon policy.

Committee Chairs Outline Separate Priorities

Several lawmakers who could assume influential committee leadership roles have begun defining their own areas of focus. Rep. Robert Garcia, the senior Democrat on the House Oversight Committee, wants interviews involving the president, first lady, Vice President JD Vance, White House Chief of Staff Susie Wiles, and other officials over the administration’s handling of the Epstein matter.

Garcia also intends to seek testimony from Jared Kushner and members of the Trump family concerning their business dealings. Such inquiries could place oversight of the executive branch and scrutiny of private financial interests on parallel tracks.

Rep. Adam Smith, who could lead the House Armed Services Committee, is preparing to examine the administration’s decision to enter a war with Iran. His potential review would also cover US military strikes against alleged drug boats, placing decisions involving military force and operational conduct under congressional examination.

On the House Natural Resources Committee, Rep. Jared Huffman is laying groundwork for an investigation into the White House ballroom project and other construction initiatives associated with the Trump administration. Questions surrounding federal property, approvals, costs, and authority could all become relevant if the project advances.

Rep. Bennie Thompson has continued seeking answers about deportation policy and Immigration and Customs Enforcement practices while Democrats remain in the minority on the House Homeland Security Committee. A Democratic majority would provide committee chairs with gavels, subpoena authority, and a clearer route to court enforcement—tools that are currently unavailable to them in the same form.

Staffing and Legal Preparation Underway

Democratic leadership teams are also planning for the practical demands of a large investigative program. If the party takes the House, committee offices expect to recruit lawyers, investigators, policy specialists, and senior staff rapidly so that hearings, document requests, and legal actions can begin without a lengthy transition period.

One key decision will be selecting an in-house general counsel for House Democrats. That lawyer would help committees navigate disputes over privilege, subpoenas, access to records, and the legal limits of congressional oversight. The role could be especially important if the administration resists requests and forces committees to pursue litigation.

“If you’re a highly qualified, experienced lawyer or senior staffer out there that wants to be part of this historic moment of accountability think about coming back to the Capitol and being part of this team because we will be staffing up,”

Huffman said.

Democrats have already established a legal task force that has scored victories despite their minority status. One success involved preventing the administration from barring lawmakers from conducting announced oversight visits to federal immigration detention centers. The episode offered an early example of how Democrats may combine committee activity with court action if they regain institutional power.

A Test of Congressional Oversight

The scope of the planned agenda reflects a broader view among Democrats that a House majority should serve as a check on the White House. Their plans span national security, immigration, construction at the presidential residence, executive decision-making, and business questions involving the president’s family.

At the same time, the strategy carries substantial political and legal stakes. Congressional investigations can reveal information, shape public debate, and influence future legislation, but they can also trigger long court fights over access to witnesses and documents. A new Democratic majority would therefore face pressure both to move quickly and to build cases capable of withstanding legal challenges.

For now, lawmakers are dividing responsibilities, coordinating committee interests, and preparing for the possibility that the outcome in November could give them the authority to turn those plans into formal investigations.
