ICE officer connected to fatal Maine – David Brouillette, a 37-year-old Immigration and Customs Enforcement agent, has emerged as a central figure following the deadly shooting of a young man in Biddeford, Maine. According to multiple sources connected to the officer, Brouillette sustained a significant head injury in 2021 that he claimed caused lasting cognitive problems. These neurological issues reportedly prevented him from finishing a firefighting certification program and continued to affect him years after the incident.
Legal Action Over Cognitive Impairment
In late 2023, Brouillette initiated legal proceedings against the Maine Community College System, the institution responsible for administering the training program where his injury occurred. His lawsuit characterized his condition as one of substantial limitation, noting that he remained “significantly impaired in his activities and in his daily living.” The complaint further asserted that post-concussive symptoms had compromised both his cognitive functioning and his ability to retain memories.
By the time of the recent shooting, Brouillette had transitioned into his role as an ICE officer. Two of his former wives examined photographs from the scene and confirmed his presence among responding officers. While CNN has not independently verified whether Brouillette was the agent who fired the fatal shots at 25-year-old Johan Sebastián Durán Guerrero, federal authorities have declined to publicly name the shooter. The Department of Homeland Security stated that the officer employed deadly force due to concerns for public safety.
Family Members Identify the Shooter
Several family members have come forward with accounts of Brouillette’s own statements following the incident. One ex-wife and one daughter reported that Brouillette contacted them days after the shooting and confirmed he had opened fire. Both individuals indicated that he expressed belief that his actions were justified. Federal sources independently verified to CNN that Brouillette holds the position of ICE officer.
Ashley Brouillette, one of his former spouses, stated during a Facebook call that he told her he was the officer who shot Durán Guerrero. She also recognized him as one of the officers visible on video footage at the scene. A daughter of Brouillette similarly reported that her father identified himself as the shooter. Lucinda Brouillette, another ex-wife, confirmed his presence at the scene after reviewing an image showing two officers who arrived shortly after Durán Guerrero was killed.
History of Domestic Abuse Allegations
Court documents and interviews reveal that Brouillette’s two ex-wives have both accused him of abusive behavior. In 2009, a child-protective caseworker documented that Ashley Brouillette ended her marriage and acknowledged that David was verbally and physically abusive toward her. That same year, an attorney representing Ashley noted a history of domestic violence allegations between the couple.
Lucinda Brouillette filed a complaint for protection from abuse in 2019, citing a pattern of violent behavior. Court records describe incidents in which she alleged he pushed past her, threatened her brother with hospitalization, and bumped her with his chest. A judge subsequently issued an order requiring Brouillette to temporarily surrender any firearms he possessed.
A 2020 court order in the case did not include a formal finding of abuse but restricted David Brouillette from having contact with his second ex-wife, with limited exceptions. In 2021, Lucinda Brouillette alleged in court papers that he had become aggressive toward their daughter, including an incident where he dumped a plate of spaghetti in her hair and tackled her. A judge dismissed that particular case without making a finding of abuse.
Brouillette responded to these allegations in another court filing, stating that his second ex-wife made accusations against him in retaliation for anger. Both Ashley and Lucinda Brouillette each have a daughter with David Brouillette.
Ongoing Questions About ICE Practices
The court filings regarding Brouillette’s head injury have prompted renewed scrutiny of ICE’s vetting and training procedures. Durán Guerrero’s death marks the second instance in less than a week where an ICE officer fatally shot an immigrant while they were driving. This incident represents the fourth killing this year by federal immigration authorities, sparking widespread protests and calls for a transparent investigation.
“Honestly, I’m in a state of shock,” Ashley Brouillette told CNN on Wednesday. “I feel really sad, and I feel sad for that man’s family that died. I feel sad for his children, but I also feel bad for my daughter and her little sister because that’s their father.”
Lucinda Brouillette told CNN in a text message that she “experienced a persistent pattern of abuse, intimidation, manipulation, fear, and control” throughout and after her marriage.
Brouillette has not yet responded to multiple requests for comment regarding these matters.
