CNN reported on Tuesday that ICE agents received instructions to largely halt vehicle stops until further guidance was issued. The decision came in the wake of two fatal shootings involving ICE operations—one in Houston and another in Maine. White House border czar Tom Homan emphasized that this suspension represented a temporary adjustment rather than a permanent policy shift. Senior officials within the Department of Homeland Security have been evaluating interim operational changes following these tragic incidents.
Despite the pause, pressure remains high for the administration to fulfill Trump’s ambitious mass deportation objectives. A self-imposed target of 2,000 daily arrests continues to drive ICE operations. The temporary halt on most vehicle stops removed one of the agency’s most effective tools for achieving this goal. Neither Homeland Security Secretary Markwayne Mullin nor Homan informed Trump about the traffic stop suspension before implementing it, according to sources familiar with the internal communications.
MAGA Voices Demand Action
Conservative figures quickly voiced their displeasure with the suspension decision. Longtime Trump adviser Steve Bannon and conservative attorney Mike Davis were among the most vocal critics. During Wednesday morning’s episode of Bannon’s “War Room” program, Davis delivered a pointed message directed at Mullin.
“You work for President Trump, you don’t work for Senate Democrats, you don’t work for Susan Collins,” Davis declared. “This guy needs to stop being a wimp, he needs to stop being weak, he needs to stop being stupid. If he’s not up to doing the job, get the hell out of the job and we’ll put someone there who can.”
Early Wednesday morning, Trump took direct action to reverse the policy. He announced the decision on Truth Social, writing: “The Radical Left Dumocrats would like to see this done, but it won’t happen on my watch.” A White House official confirmed that the guidance had been officially reversed, marking yet another instance of rapid policy changes that ICE agents must navigate.
Context of the Shootings
The suspension followed the deaths of two men during federal immigration enforcement operations. Lorenzo Salgado Araujo was killed in Houston, while Joan Sebastian Durán Guerrero died in Biddeford, Maine. Sources indicated that neither individual was the intended target of the operations in which they were fatally shot. These incidents prompted calls for independent investigations and renewed scrutiny of ICE’s enforcement practices.
In response to the shootings, the Department of Homeland Security committed to rapidly deploying body cameras to officers across the nation. This initiative aims to increase transparency and accountability during enforcement activities.
The guidance specifically applied to agents within Enforcement and Removal Operations, the division responsible for arresting and deporting undocumented immigrants. Under the original suspension, agents were instructed to pause initiating new vehicle stops. However, they were still directed to collaborate with partner agencies when executing criminal warrants on individuals inside vehicles.
Mullin publicly demonstrated his alignment with Trump on Wednesday by sharing an image of the president’s Truth Social post. He also posted a message on X stating: “Our #1 goal is to keep our officers safe and get criminals OFF our streets. Illegal aliens will be arrested and deported wherever they are. If you are here illegally, LEAVE NOW.”
